Sarajevo, 15 March 2013 – Development of security concept for a diplomatic facility is a demanding task. Every facility has its own specific features and its physical protection requires application of different measures. How to incorporate these features into a tailor-made security concept was discussed at the training held on 14 March 2013 at the Directorate for Coordination of Police Bodies of Bosnia and Herzegovina.
The Dutch colleagues Rob Kleian and Fred van Puffelen shared with BiH colleagues their experiences in providing diplomatic and facility protection in the Hague known as the seat of several hundreds of embassies, international organisations and domestic institutions, including both international and national diplomatic personnel.
Development and implementation of an effective security concept has become unimaginable without the employment of predictive profiling, as a method of threat assessment designed to predict and categorize the potential for criminal and/or terrorist activity based on an observed behavior, information, a situation and/or object.
“Predictive Profiling as a security method is applicable to a wide range of environments, and has replaced what was before known as target hardening“, said Fred van Puffelen, Deputy Chief of Diplomatic Facility Protection Unit in The Hague, the Netherlands. ” The training focused on how we can and should employ in it in our work.”
In the practical part of the workshop, the attendees analysed security concepts for a number of diplomatic institutions in The Hague and Bosnia and Herzegovina to exchange the best practices. “It is always useful to exchange experiences, to see where we can learn from each other. Taking into consideration both human and financial resources, BiH colleagues are doing a great job.”
The attendees from the Sector for VIP and Facilities Protection of the Directorate for Coordination of Police Bodies of BiH, Federal, Republika Srpska and Sarajevo Canton Police, were awarded certificates for the successful completion of the training programme.
This training programme was complemented with three-day training on the use of technical equipment for observation and security of facilities delivered by two Dutch experts, Wim Gijseman and Ron Eradus.
Both training programmes were organised in scope of the ongoing Twinning Project “Support to the Directorate for Coordination of Police Bodies in BiH” aimed at enhancing Directorate's capacities and capabilities for VIP and Facilities Protection.
